The All Play/No Play rule will be in effect for all developmental basketball divisions. The rule was created to give players an equal amount of playing time. The All Play/ No Play rule is as follows:
-Teams that have 6 or 7 players are required to sit (not play) all players half a quarter by the end of the third quarter.
-Teams that have 8 or 9 players must play each player at least one and a half quarters and must sit (not play) each player one quarter by the end of the third quarter.
-Teams that have 10 or more players must play each players at least one quarter and must sit (not play) each player one quarter by the end of the third quarter.
-The first three (3) quarters have been designated as the quarters to Play/Not Play all players. Coaches may substitute at the halfway point of all of the first three (3) quarters. Be sure your players check in with the scorekeeper.
-The clock will be set for half of one quarter. This will be done for the first three (3) quarters only. Coaches will have 15 seconds to change or sub players and start the remaining half of the quarter with the alternating possession arrow. SUBSTITUTIONS ONLY, THIS IS NOT A TIME-OUT.
-Players may not be substituted in the middle of a quarter until all team players have completed their Play/No Play rule requirements. Only exception: injury or 3 fouls before half time (the player that subs in this incident will not be marked as played or sit time). Example, if I'm supposed to be sitting for one quarter and I replace an injured player or a player that has 3 fouls and don't sit the entire quarter, I must sit another quarter. Injured players must re-enter as soon as possible.
-A 5-point penalty will be awarded to the opposing team for any player that has not met Play/No Play requirements by the end of the third quarter. Also, coach may be suspended at the discretion of the Alabama Sports Festival and/or Commissioner-Tournament Director. If all players have met their All Play/ No Play requirement by half time, regular time will begin with the third (3rd) quarter. Please play all players as much as possible.

Team Residency Requirements

The county in which the majority of player's parent(s) or guardian(s) reside is considered the "county of residence" for that team. To be eligible to compete on that team, each player's parent(s) or guardian(s) must reside in the "county of residence" or a county that geographically adjoins the "county of residence." If a team is found to include a majority of player(s) whose parent(s) or guardian(s) do not reside in the "county of residence" or an adjoining county, the player(s) will be deemed ineligible and the team will forfeit all games.
